Alpha Boulé Archon Named Partner in Saul Ewing LLP
SAUL EWING LLP is pleased to announce the addition of Archon Wendell F. Holland, Alpha Boulé as a Partner in the Firm’s Energy and Utilities Practice Group.
As former Chairman of the Pennsylvania Public Utility Commission (PaPUC), Wendell brings to Saul Ewing extensive knowledge of national and statewide utility regulation involving the electric, natural gas, water, telecommunications and transportation industries. Wendell served two non-consecutive terms at the PaPUC, first as Commissioner, from 1990 to 1993, and again, as Chairman, from 2004 through June 2008. He has represented clients and advised governments on utility matters in more than 25 countries.
While PaPUC Chairman, Wendell oversaw the implementation of three significant pieces of Pennsylvania legislation that triggered comprehensive changes to renewable energy, telecommunications reform and consumer services. He was at the helm when the PaPUC was named Regulatory Agency of the Year by the U.S. Energy Association.
During his most recent term with the PaPUC, Wendell held leadership posts with several regulatory organizations. In 2007, he was Treasurer of the National Association of Regulatory Utility Commissioners (NARUC). He also served on NARUC’s Executive Committee, its Board of Directors, and as Chairman of its Audit and Investment committees. From 2005 through 2007, he was the founding President of The Organization of PJM States and, from 2005 to 2006, served as President of the Mid-Atlantic Conference of Regulatory Utilities Commissioners.
Between his terms as PaPUC Commissioner, Wendell was Of Counsel at Obermayer Rebmann from 1999 to 2003; Vice President of American Water Works Company from 1996 to 1999 and a Partner at LeBoeuf Lamb Greene and MacRae from 1993 to 1995. He has been named one of Philadelphia's 100 Most Influential African Americans every year since 2004, and received the Whitney M. Young Jr. Service Award from the Cradle of Liberty Council of the Boy Scouts of America in 2007. He was given the Award of Excellence by the Pennsylvania Association of Water Companies in 1995.
Wendell earned his B.S. from Fordham University and his law degree from Rutgers University School of Law – Camden. He is admitted to practice law in Florida, New York and Pennsylvania.
